The Monroe Chamber of Commerce's 103rd annual meeting and banquet, held on Thursday, March 14, at the Monroe Civic Center, honored William V. Smart, executive director of the Monroe Housing Authority, with the esteemed Rambin/Silverstein Outstanding Leadership and Service Award. This award recognizes individuals for their lifetime contributions to the city of Monroe, Ouachita Parish, and northeast Louisiana.
