Reginald McQuinn Butler was born in Monroe, LA to the parentage of the Late James Butler and Ms. Johnnie L. Butler. He was educated in Monroe, LA in the Ouachita Parish School System, attending Swayze Elementary, Ouachita Junior High, and Richwood High School where he graduated 1978.

His church affiliation was with the St. Joe Baptist Church in Rhymes, LA, under the pastorage of the Late Reverend J. H Houseley.
