Swanson Proposed Facility

 


If things go the way of the Louisiana House and Senate, The Swanson youth Center in Monroe will be the only facility in the state to house the highest risk juvenile offenders. A bill sponsored by the Office of Juvenile Justice(OJJ) and Louisiana State Senator Heather Cloud was presented to the House Criminal Justice Committee that would create a risk-based tier system for the state’s juvenile population currently in juvenile centers, according to media reports. Under the current system, juveniles are sent to the closest facility where they live. But under the proposed bill, a three-tier system would be implemented, with Swanson being the facility to house the highest risk offenders. The new system would rank juveniles in low, medium or high risk categories based on evaluations that the youths would have to go through, with emphasis centered on their medical, education and psychological needs. The facility at Monroe is being done away with and a new $25 million facility already under construction on the current site, that when completed, is expected to play a major part in rehabilitating juvenile offenders through training programs geared to them to become employed productive members of society. The flurry of juvenile escapes over the last two years has had the community concerned, but a new director is in charge, as there hasn’t been any recent escapes from the facility. Under the new system, special focus will also be on behavior, discipline, consequences and ways to further their (juveniles) education.
