ADVERTISEMENT FOR BIDS

Separate sealed BIDS for the construction of Water Treatment Plant Improvements – High Service Control Vault Repairs will be received by the City of Monroe, at the office of the Engineer, Volkert, Inc., located at 114 Venable Lane, Monroe, LA 71203. Bids will be received until 1:45 P.M., on Wednesday, June 22, 2022. Bids will be opened and read aloud in the Conference room of Volkert, Inc., at 2:40 P.M.

There will be a Pre-BID CONFERENCE held at 10:00 AM on Tuesday, June 14, 2022, at the office of the Engineer, Volkert, Inc., located at 114 Venable Lane, Monroe, LA 71203. Pre-Bid Conference attendance is optional for bidders on this project.

The CONTRACT DOCUMENTS, consisting of Advertisement for Bids, Information for Bidders, Bid Form, Bid Bond, Agreement, General Conditions, Payment Bond, Performance Bond, Drawings, Specifications, and Addenda, may be examined at the following location:

All Prime Bidders MUST obtain copies of Bidding Documents from Volkert, Inc., located at 114 Venable Lane, Monroe, Louisiana 71203, upon payment of $50.00 deposit for each set or request a link for an electronic set of plans and specs in PDF format. Please mail all requests and deposits for plans to our mailing address, 114 Venable Lane, Monroe, LA 71203. Deposits on the first set of documents furnished bona fide prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids.

The goal for Disadvantaged Business Enterprise participation is 7.14% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses.

Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at http://www.QuestCDN.com (Quest Project No. 2023-00000015). Bidders submitting bids electronically must obtain copies of Bidding Documents from the design professional as indicated elsewhere herein.

The OWNER reserves the right to reject any or all bids for just cause per State Public Bid Law.

A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. Such activities will be in accordance with Title 38 of the Louisiana Revised Statues.

Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.

The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LA RS 37:2150-2192, as amended, for all public contracts. It shall be the responsibility of the General or Prime Contractor to assure that all subcontractors comply with this law. Contractors must hold an active license issued in the classification of MUNICIPAL AND PUBLIC WORKS CONSTRUCTION as defined by the Louisiana State Licensing Board for Contractors. Contractors must provide their license number when requesting plans, specifications and contract documents and place their license number on the face of the envelope containing their bid.

No Bidders may withdraw his/her bid within Forty-Five (45) days after the actual date of the opening thereof.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.

The successful bidder will be required to execute the Owner’s Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after award of contract.

Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening.

CDBG PROJECTS ONLY: THE SUCCESSFUL BIDDER MUST SUBMIT EXECUTED COPIES OF CERTIFICATION REGARDING EQUAL EMPLOYMENT OPPORTUNITY, SECTION 3 AND SEGREGATED FACILITIES AND SECTION 3 PLAN WITH TABLES A & B.

MINORITY OWNED FIRMS AND SMALL BUSINESSES ARE ENCOURAGED TO BID ON THIS PROJECT.
