Billy Foster's Quest For Justice

When it comes to mental health and how to treat it, few in the area know more than Billy Foster. Foster, who has over 25 years of experience in the mental health profession, has been embroiled in a legal matter with his one-time business associate Adrian Fisher since 2006. Fisher, a pastor at Living Waters Ministries and a candidate for the Louisiana House District 16, said he did nothing illegal when he and Foster parted ways a year ago. Foster shares otherwise, saying that he wants the public to know just what happened and that Fisher is not to be trusted. Foster alleges that he is the reason why Fisher is where he is as a businessman. He said the relationship shared by the two men were like family, as Foster being older than Fisher at the time of their business startup, saw him as a son. Foster said that three people were involved in the business's startup, each signing papers for each man to do specific tasks. Fisher and Foster allegedly signed new documents. Foster asserts that it was he who had the knowledge and expertise in mental health that was running the business. Sometime later, according to Foster, Fisher allegedly gave his wife his control of the company, as Fisher hardly ever showed up for work. Foster also said that he did not leave the company as has been alleged but was locked out of the company by Fisher. Cognizant Developmental Center, the company they created together, deals with mental health issues, but Another Chance Personal Care, formed by Foster alone, deals with personal services for individuals. Fisher alleged that Foster was in direct competition with the company that he helped start, but Foster countered with the question, asking why he would be in direct competition against himself. The companies, as claimed by Foster, were not the same, with each one offering different services. Foster claimed that Fisher's wife didn't work at the company, and Fisher's alleged role was that as the bookkeeper. While Foster's company was operating, Fisher allegedly inquired about acquiring the company from Foster. Foster said that there were never any board meetings, which would have been needed to remove him from the company, as Foster allegedly had no administrator's role in the company. The two men had been in and out of courts since 2006, as Fisher received a favorable ruling from a new judge after Judge Carl Sharp abruptly stepped down for undisclosed reasons. Foster wonders how a judgment from a new judge could have come so soon after he was assigned the case. How could the judge catch up so quickly on a case that had been in litigation for years? How could he do what Sharp was incapable of doing, perhaps not knowing all of the facts or hearing from witnesses as Sharp had? Foster said this years-long experience has him feeling disillusioned about the court system and that he sees why poor people don't stand a chance, and that his particular case should have been settled a long time ago. He also shared that the case had taken a heavy toll on his family. His wife has gone through numerous health issues, and at one time, his wife's health insurance was canceled, and Fisher allegedly took the family's car. Foster also said he wants to know what happened to the company's funds, as he alleges that Fisher diverted company funds in large amounts to his church, labeling it as charitable donations. Foster also wants the public to ask themselves if he was 50% part of a company, why would he walk away from good incomes he and his wife enjoyed? Why leave a company that was doing great business with a large workforce? Foster believes it was about money, as Fisher controlled the books, thinking Fisher stole from him. Foster said that it is all about justice for him because he has no fight in the House race.


"I don't care if he wins or loses," said Foster. Foster noted that even though Fisher may be a pastor, he has his own reputation to uphold. Now Foster is waiting for an Appellate Court ruling to the lower court to enforce a ruling that liquidation of the company started by him and Fisher be resolved, and Foster can move on with his life and career. Foster is running Another Chance Personal Care because he sees it as another chance given by God to him and his family. He says that his wife is doing much better, and he just wants to have (money from the company) what he knows is rightfully his.
