Jessie James Dougan, III was born September 28, 1969 to the late Jessie Dougan, Jr. and Erma Edwards Dougan. He transitioned on August 21, 2021. Jessie graduated from Wossman High School in 1987. He attended Grambling State University where he played football under the great coach Eddie Robinson. Jessie loved sports and would attend events as often as possible.
