The Monroe/Ouachita Parish Branch of the NAACP led by Branch President Rev. Ambrose Douzart recently met with Ouachita Parish Sheriff Jay Russell to discuss the possibility of parish officers using body cameras. The Monroe Dispatch spoke with Rev.
