Monroe's Former Interim Police Chief Reggie Brown has filed a formal motion to exclude the testimony, polygraph test, and polygraph report submitted by polygraph administrator Cecil F. Carter, Jr., along with the testimony and report from Nathan Gordon ahead of the Thursday, April 29 Civil Service Board meeting. The motion reveals that Brown was coerced into signing a consent form by Carter and that he did not follow proper protocol in administering the polygraph test and report. Conversation transcripts reveal Carter provided inaccurate and unclear information to Brown despite having over 20 plus years of experience administering polygraph examinations as a member of the American Polygraph Association (APA). Transcripts also reveal Carter coercing a biased polygraph test from Mr. Charles Johnson, Brown's former supervisor, revealing a clear agenda to implicate Brown. In 2020, Brown was relieved from his duties with the MPD. The fate of his career with the MPD is now in the hands of the Civil Service Board who will review his submitted motion.
