BIDS for the construction of Water Treatment Plant Renovation and Expansion will be received by the City of Monroe Purchasing Division, located at 1014 Grammont Street, Monroe, Louisiana 71201. Bids will be received until 1:45 P.M., on Tuesday, April 27, 2021. Bids will be opened and read aloud in the Purchasing Division, at 2:15 P.M. There will be a NON-MANDATORY PRE-BID CONFERENCE to be held at 9:00 AM on Tuesday, March 30, 2021, at the City of Monroe, Conference Center Fort Miro Room located at 401 Lea Joyner Expressway, Monroe, LA 71201. Each interested party shall limit attendance to a maximum of 2 persons. A tour of the Water Treatment Plant will be conducted after the PRE-BID CONFERENCE for all in-person attendees. Per the City of Monroe COVID-19 mitigation efforts, face coverings will be required for all in-person attendees.

Virtual attendance at the PRE-BID CONFERENCE will be available. A web link and conference call-in information to the Virtual PRE-BID CONFERENCE will be provided to all plan-holders.

The CONTRACT DOCUMENTS, consisting of Advertisement for Bids, Instructions to Bidders, BID, BID BOND, AGREEMENT, GENERAL CONDITIONS, Payment Bond, Performance Bond, DRAWINGS, SPECIFICATIONS, and ADDENDA, may be examined at the following location:

All Prime Bidders MUST obtain copies of Bidding Documents from Burns & McDonnell Engineering Company through QuestCDN, upon payment of a $25.00 non-refundable deposit to QuestCDN for an electronic set of documents. Bidding Documents for use in preparing bids may be viewed and downloaded by registering with QuestCDN online at http://www.QuestCDN.com (QUEST Project #2021-00000024) or by calling 952-233-1632. Bidders may view the Bidding Documents at no cost on QuestCDN; however, to be considered a Plan Holder, Bidder must register on http://www.QuestCDN.com and download the documents. Only registered Plan Holders will receive addenda and updates.

The goal for Disadvantaged Business Enterprise participation is 16.7% of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses.

For this project sealed bids will be received at the City of Monroe Purchasing Division, located at 1014 Grammont Street, Monroe, Louisiana 71201 or via the online electronic bid service through http://www.QuestCDN.com (Project #2021-00000024). All prospective bidders must be on the plan holders list through QuestCDN and attend the mandatory pre-bid meeting for bids to be accepted. Bids will be received until 1:45 PM local time, April 27, 2021.

The OWNER reserves the right to reject any or all bids for just cause per Louisiana Public Bid Law.

A corporate resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. Such activities will be in accordance with Title 38 of the Louisiana Revised Statues.

Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.

The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LA RS 37:2150-2192, as amended, for all public contracts. It shall be the responsibility of the General or Primary Contractor to assure that all subcontractors comply with this law. Contractors must hold an active license issued by the State of Louisiana Licensing Board for Contractors in the classification of MUNICIPAL AND PUBLIC WORKS CONSTRUCTION. Contractors must place their Louisiana license number on the bid.

No Bidders may withdraw his/her bid within Forty-Five (45) days after the actual date of the opening thereof.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.

The successful Bidder will be required to execute the Owner’s Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after normal award of contract.

Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening.

THE SUCCESSFUL BIDDER MUST SUBMIT EXECUTED COPIES OF CERTIFICATION REGARDING EQUAL EMPLOYMENT OPPORTUNITY AND SEGREGATED FACILITIES.

MINORITY OWNED FIRMS AND SMALL BUSINESSES ARE ENCOURAGED TO BID ON THIS PROJECT.
