ADVERTISEMENT OF EMERGENCY PROCUREMENT

Frances Tower, a property of the Monroe Housing Authority located at 300 Harrison St, Monroe, LA 71201, was severely damaged by Hurricane Delta on October 9, 2020. Due to this natural disaster that caused physical damage to the property, specifically the roofing system, Monroe Housing Authority procured a contractor to repair this hurricane damage using the noncompetitive proposal method due to circumstances described in 24CFP 85.36(d)(4)(i)(B) as follows:

“(4) Procurement by noncompetitive proposals is procurement through solicitation of a proposal from only one source, or after solicitation of a number of sources, competition is determined inadequate.

(i) Procurement by noncompetitive proposals may be used only when the award of a contract is infeasible under small purchase procedures, sealed bids, or competitive proposals and one of the following circumstances applies: (B) The public exigency or emergency for the requirement will not permit a delay resulting from competitive solicitation.”
