The city of Monroe will certainly miss Wince E. Highshaw Jr., who has been a true dedicated community servant. Highshaw has served faithfully and effectively in his position of City Marshall and is indeed a friend to the community. Before becoming an elected official, Mr. Highshaw was always a person who looked out for the people and developed a great rapport in the community.

As an independently elected executive officer of the courts in Louisiana, he thoroughly executed the laws and mandates of the court. Those deputy officers who had the privilege to work under his supervision considered him a teacher and a role model who guided them as a respected leader and mentor. Mr. Highshaw considered himself a public servant whose personal goal was to enforce the law in the best interest of the people that he served. He patiently listened to all sides of a story. When anyone was in error or disobedient to the law, he advised them, yet performed his job always, without fail, to enforce the law.


Highshaw was often faced with difficult decisions, but he was known to apply reasonable judgment and fairness in each and every deliberation. He continued to remain in this position because he earned a reputation of using wisdom as he dealt with circumstances that affected the lives of the people in the community in which he lived. For this reason, among many others, everyone respected him.

Numerous persons are now eyeing the position of Monroe City Marshall. We all know that change in any political office is inevitable, but we should make sure whoever attempts to fill the shoes of Wince Highshaw Jr. should possess a majority of his qualities. They will have big shoes to fill.

Special thanks, Wince Highshaw, for your untiring dedication from the entire community that you have faithfully served. The community still looks forward to seeing your face and hearing your words of wisdom for many years to come. Congratulations, enjoy the fruits of your labor!
